RECOMMENDATIONS
  • The government, newspaper owners and journalists should sit together to form a new Wage Award which should be implemented in letter and spirit. 
  • A service structure should be devised for both urban as well as rural journalists, which should be in the best interest of newspaper owners also. 
  • It should be made mandatory for all aspiring journalists to be at least journalism graduates or adequately trained otherwise. 
  • Government advertisements to newspapers should be conditioned with the award of the Wage Award to its employees. 
  • A reasonable minimum salary limit should be fixed for both urban and rural journalists in the new Wage Award. 
  • Journalists should organize themselves and form forums on a self-help basis to ensure professional training and legal advisory service to newsmen. 
  • These forums should arrange foreign tours for local journalists in collaboration with  international organizations to keep them alive to developments in their field.
  • These forums should also set up unemployment funds from their own resources for the financial assistance of voluntary or low-paid journalists. 
  • These forums should work together and prepare a universal code of ethics.  
  • Keeping in line with modern trends, these journalist forums should make arrangements for the health insurance of their members.
  • Banks should be asked  to sanction soft-term loans to journalists.
